Opening of envelopes of the tender “Construction of infrastructure for Passenger and cargo ferry terminal “

 

 

10 offers were submitted for this tender. One of them – by consortium of Lithuanian companies, the others – by Lithuanian companies and foreign companies operating under joint activity agreement or by foreign companies alone. In total 8 foreign companies participated in this tender independently or as partners to joint activity agreement.

 

„If we had received less than 5 offers, I would have considered it a failure. And in this case we are glad that our efforts to promote competition yielded tangible results“, – said director general of the port Authority Eugenijus Gentvilas.

 

Tender for construction works of the abovementioned object was announced on 25 September, 2009  (estimated duration of construction works  – 2,5 years). In order to promote higher interest and competition, the information about this tender was sent to various construction organisations both Lithuanian and European. The tender aroused high interest, applicants were granted a possibility to see a planned construction site of the object.  

 

The date of envelopes opening of this large-scope and big value construction tender was postponed twice due to objective reasons. One of them –  open publication of geological survey data and provision of time for their review, thus ensuring conditions for stronger and impartial competition.

 

Besides, transparency of the tender was also sustained by mandatory Public procurement procedure that entered in force in 2009 – providing for a possibility to acquire tender documentation on-line (on the Central Public procurement portal).
