The five-day courses on the international fight against weapons of mass destruction (WMD) in sea ports arranged by the US Embassy were held at the hotel Amberton Klaipėda (Klaipeda). Participation in the courses included security officers of all facilities of the port and representatives of public authorities controlling the port.
The main objective of the courses was to give knowledge on the potential of WMD movement via sea ports and provide a review of various methods used to halt such movement. During the courses analysis of the latest worldwide WMD circulation trends and methods of acquisition and use of such weapons was made.
On 26 October 2010, within the framework of the courses the staff of the Port Regime Department gave presentation to the participants of the courses on the port of Klaipeda, general operations and security system.
Also, the terminals of AB Klaipėdos nafta, UAB Krovinių terminalas, joint-stock stevedoring company Klaipėdos Smeltė, AB Klaipeda Stevedoring Company and International Ferry terminal were presented.
The topics discussed at the courses include:
· General understanding of WMD – extent and methods of acquisition and use.
· Terrorism at sea.
· Effort to fight against WMD by international law and politics.
· State control of the port and its impact on law enforcement methods.
· Smuggling on ships and actions of customs officers in the event of detection contraband.
· “Internal contraband”.
· Basics of ship search under customs authority.
· History of container shipping.
· Container inspection, measures and methods and smuggling in containers.
· Port security.
· Threats to ships, waterways and port facilities.
· Assessment of risk and vulnerability.
· Safety at sea plans.
· Cooperation with shipping and port companies.
