On 4 June 2008 (Wednesday), at 10 00 – 13 00, the Grand Conference Hall of the State Enterprise Klaipeda State Seaport Authority (J. Janonio g. 24) and the Fleet Base (Nemuno g. 40) served as venue for the county level civil defence table-top exercises “Liquidation on land of the consequences of environmental damages caused by an incident of pollution by hazardous substances at sea” with participation of members of the Emergency Management Centre of the Port Authority (EMC), Port Supervision and Rescue Service, Port Dispatcher Office and Fleet Department.
Organiser of the exercises, the Civil Security and Mobilisation Department of Klaipeda County Head Administration, was seeking to improve efficiency and skills of the personnel of EMC of the county and municipalities in assessing the situation and taking measures, learning to act, making adequate and reasonable decisions, providing the county resources, special-purpose services and coordinating their actions, liquidating on land the consequences of environmental damages caused by an incident of pollution by hazardous substances at sea.
Participation in the exercises included members of the Emergency Management Centre of Klaipeda County, members of municipal emergency management centres, representatives of the State Enterprise Klaipeda State Seaport Authority, the Coast Guard Detachment of the Lithuanian State Border Guard Service, the Lithuanian Maritime Safety Administration, the Environment Protection Department of Klaipeda Region, the Klaipeda Centre of Marine Research, the Fire and Rescue Service of Klaipeda County, Butinge Terminal of AB “Mažeikių nafta” and administrations of the county municipalities.
Representatives of individual institutions and authorities accomplished tasks in their respective offices / enterprises at the locations defined and approved in advance and communication was maintained by means of e-mail, facsimile, telephone including the use of video cameras. Each institution taking part in the exercises had its own coordinators, supervisors, and evaluators who evaluated readiness of the participating institutions and authorities for emergency situations.
According to the evaluation by the port Master and the head of the table-top exercises Viktoras Lukoševičius, the employees of the Seaport Authority demonstrated professional skills, the exercises were organized well, connections, video and audio technologies worked without interruptions. The supervisors and evaluators stated that SE Klaipėda State Seaport Authority was evaluated “better than best”.
