Port authority representative participated in the seminar on security of the port

For the purpose of implementation of Directive 2005/65/EC on enhancing port security, Alvydas Jocys, Port Security officier, participated in the seminar held by the European Commission in Brussels (Belgium) on 21 October 2010. The aim of the seminar was to discuss implementation of the mentioned directive.
 
Directive 2005/65/EC of the European Parliament and of the Council of 26 October 2005 on enhancing port security was adopted on 26 October 2005 with the objective to supplement the measures for enhancing a ship and port facility security system established by Regulation (EC) No. 725/2004 of the European Parliament and of the Council.  
 
The essential objective of the Directive is to improve security of port areas not included in the Regulation and enhance the port security measures provided under the Regulation without introducing any new obligations in the areas where the Regulation has been applicable. In order to provide a better security of the marine and port operations, the port security measures should be introduced applied within specific limits for each port of respective member states, thereby ensuring that enhanced security in port activities will have a positive effect the security measures used for the implementation of the Regulation. Such measures are applied for all ports, which have at least one or more port facilities referred to in the Regulation.
 
The mechanism defined in the Regulation is supplemented with the directive providing the system of security in the entire port territory aiming to introduce a high level of security uniform across all European ports.  Therefore the Regulation on enhancing a ship and port facility security system and the Directive on enhancing port security constitute the legal basis for protection of the maritime transport logistics chain against terror acts and similar dangers of such nature. These legal instruments facilitate achievement of a higher preventive security of maritime transport without decreasing potential of such transport and promotion of and involvement in the worldwide trade.
