On 24 November, 2010, at 11:00 a.m., the Ministry of Transport and Communications of the Republic of Lithuania arranged the meeting of concerned parties regarding the results expected from implementation of limitations to nitrogen oxide emissions with the aim to elaborate a comprehensive and detailed position. Mr. Artūras Drungilas, Director of Marketing and Administration, participated in this meeting.
Invitation to the meeting was extended to the representatives of the Ministry of Foreign Affairs of the Republic of Lithuania, Lithuanian Confederation of Industrialist, Lithuanian stevedoring companies, Lithuanian Shipowners, Lithuanian Shipbrokers’ and Agents’Association, budget institution the Lithuanian Maritime Safety Administration and state enterprise Klaipeda State Seaport Authority.
The purpose of the meeting was to discuss the impact on the sector of maritime transport resulting from a probable decision to declare the Baltic Sea a region of control of nitrogen oxide emissions.
On 20 May 2010, in Moscow Helsinki Commission (HELCOM) Ministerial Declaration on the implementation of the HELCOM Baltic Sea Action Plan was adopted whereby it was decided to work towards submitting, preferably by 2011, a joint proposal by the Baltic Sea countries to the IMO (International Maritime Organization) applying for a NOx Emission Control Area (NECA) status for the Baltic Sea, taking into account the results of the study by HELCOM on economic impacts of such decision.
The abovementioned study was presented and discussed at the 9th session of HELCOM Maritime held in Norrköping (Sweden) on 9-11 November 2010. Taking into account the relatively late preparation of the study (the study was initiated as early as 2008), it was suggested that the stakeholders make additional evaluation of the study results and submit their proposals by the end of November of this year.
At the meeting at the Ministry of Transport and Communications of the Republic of Lithuania, the stakeholders gave their comments on the study and will submit proposals, which will constitute prerequisites for elaboration of the position of the Republic of Lithuania, which would be presented by the Lithuanian representatives both at the institutions of the European Union and other meetings of HELCOM Maritime Group.
